CLF’s work is overseen by its Board, made up of leaders, mayors and cabinet members from across its local authorities.

Cllr James McAsh (Chair)

Southwark Council

James has been the councillor for Goose Green, in East Dulwich, since 2018. He is hardworking and responsive, with one of the best records on casework in the whole borough.

Until recently, he was the Cabinet member for Clean Air, Streets and Waste and under his leadership, Southwark had the highest recycling rate in inner London. He is a primary school teacher, trade unionist and socialist.

Cllr Elizabeth Campbell

Kensington and Chelsea

Elizabeth was elected Leader of the Royal Borough of Kensington and Chelsea in July 2017 in the aftermath of the Grenfell Tragedy. She has been a councillor in Chelsea since 2016 and was Cabinet member for Family and Children’s Services from 2012-2017.

She served as Chair of Chelsea Academy, an outstanding Church of England School from 2013-2017, and is presently the Vice Chair of London Councils.

Cllr Paul Swaddle

Westminster City Council

Paul lives in North Marylebone and brings a wealth of real-world experience to the City Council as the CEO of a central London software company. Having lived in the St John’s Wood and Marylebone area since 2015,

Paul has served as a dedicated local councillor since 2018. As Leader of the Conservative Group, he now brings that same tireless work ethic and tech-sector precision to the task of holding the administration to account and offering a clear, ambitious vision for our City’s future.

Throughout his time on the Council, Paul has been the driving force behind the St John’s Wood High Street project, championing a balance between a thriving retail economy and the needs of local residents. He is a passionate advocate for Westminster, ensuring our neighbourhoods remain global hubs for business while protecting the unique character of the communities that call them home.

Mayor Liam Shrivastava

Lewisham Council

Liam was elected as Lewisham’s first Green Mayor in 2026. Prior to this he served as a ward Councillor for New Cross Gate, a scrutiny Chair and as Leader of the Opposition.

His administration has pledged to deliver 1,000 affordable homes, make Lewisham a Right to Grow borough, and establish a Popular Assets Commission to support common ownership of public assets like community centres and pubs. Liam has a professional background in communications, racial justice and migration and is a fierce proponent of the Bakerloo Line extension

Cllr Una O'Halloran

Islington Council

Councillor Una O’Halloran is the Leader of Islington Council and Labour Councillor for Caledonian Ward. Born and raised in Islington to Irish parents, she worked as a Teaching Assistant and GMB workplace representative before being elected as a Councillor in 2014.

Cllr O’Halloran served as Mayor of Islington in 2017/18. In 2019 she became Executive Member for Community Development, and in 2020, Executive Member for Homes and Neighbourhoods.

In November 2024, Una became the first council tenant elected as Leader of Islington Council. She and her husband were awarded the Papal Benemerenti medal in 2024 for outstanding service to Church and community.

Cllr Martin Abrams

Lambeth Council

As Leader of the Council, Councillor Abrams will implement Green manifesto pledges and oversee a shift in culture that will create a more open and transparent council, improving consultation and increasing community participation in decision-making.

Chris Hayward (Policy Chairman)

Rep: Deputy James Thomson

City of London

Chris is Chairman of the Policy and Resources Committee at the City of London Corporation. He leads the Corporation’s work on policy issues affecting the UK’s financial and professional services sector.

The Committee seeks to ensure the City’s economy thrives and oversees the Corporation’s responsibilities as a local authority. Prior to becoming Policy Chairman, Chris was managing director of companies in the construction, aviation, infrastructure and global events management sectors.

Cllr Robert Morritt

Wandsworth Council

Robert was elected Leader of the London Borough of Wandsworth in July 2026. He represents the Thamesfield ward in Putney as a Conservative Councillor.

In his professional life, Robert is a senior leader at one of the UK’s largest providers of social and affordable homes, helping provide housing for some of the most vulnerable.

Cllr Sagal Abdi-Wali

Camden Council

Councillor Sagal Abdi-Wali is the new Leader of Camden Council and the borough’s first Black woman to hold the role. A lifelong Camden resident, Sagal arrived in the borough as a child refugee after her family fled war-torn Somalia.

Raised and educated locally, she has spoken about Camden being a place of sanctuary and opportunity, experiences that continue to shape her values and approach to public service, including helping to lead Camden’s work towards achieving Borough of Sanctuary accreditation in 2024.

First elected as councillor for Camden Square in 2022 and re-elected in 2026, Sagal has built a strong reputation as a committed community leader focused on fairness, inclusion and delivering for residents. Before becoming Leader, she served as Cabinet Member for Better Homes, leading on housing, estates and landlord services, with a particular emphasis on resident participation, housing standards and improving services for tenants and leaseholders.

Sagal’s leadership is rooted in listening to communities and ensuring the council works for every resident. As Leader of the Council, she is focused on tackling inequality, strengthening public services and building a Camden where everyone has the opportunity to thrive.

Mayor Lutfur Rahman

Tower Hamlets

Lutfur became the Executive Mayor of Tower Hamlets in May 2022. He previously served as the borough’s first directly elected Mayor from 2010-2015. He served as a Councillor from 2002-2010, becoming Leader in 2008.

In his first period as Mayor, Lutfur introduced pioneering policies such as universal free school meals for primary children, building more council homes than anywhere in the country, and granting bursaries to students attending university. As Mayor, Lutfur is supporting residents through the cost of living crisis, building 1,000 social homes a year, making Tower Hamlets greener and cleaner, and protecting front-line services.

Cllr Rachel Nkiessu-Guifo

Hackney Council

Councillor Rachel Nkiessu-Guifo is Hackney’s Cabinet Member for Inclusive Economy, Skills, High Streets and Markets and the borough’s representative on the Central London Forward Board.

Rachel leads Hackney’s work to build a more inclusive local economy. Her portfolio spans economic development, skills, employment, high streets, markets and community wealth building, with a focus on ensuring growth creates opportunity, supports local enterprise and tackles inequality.

Rachel is committed to making the most of local government’s role in shaping the economy by bringing together investment, skills, procurement, public assets and partnerships to deliver stronger local businesses, quality employment and lasting social value. She is keen to work collaboratively across London to develop practical, evidence-led approaches that strengthen local economies and improve outcomes for communities.

Cllr Mark Blake

Haringey Council

Cllr Mark Blake has served as a councillor in Haringey for over a decade, and has worked for the past 30 years in the charity sector across race equality, HIV/AIDS, homelessness, young people and the criminal justice system.
