Central London Forward has partnered with Skills Builder Partnership to strengthen the way young people build essential skills through Full Potential, our Youth Guarantee Trailblazer for NEET young people with complex barriers across the 12 central London boroughs.
Essential skills like speaking with confidence, solving problems, adapting to change and planning ahead are closely tied to how well a young person moves into work, education or training. Skills Builder Partnership works with a global network of more than 900 employers, education institutions and impact organisations to help people develop these skills. Its Universal Framework sets out each skill as a series of clear, practical steps, and gives everyone involved a shared language for talking about how their skills are developing.
Full Potential already puts confidence and skills at the centre of the support it offers, helping NEET young people take positive steps forward. This partnership deepens that work, so that teams in every borough can recognise and build essential skills in a consistent way, alongside the personal support each young person receives.
In practice, Skills Builder will train and guide both the Central London Forward team and the Full Potential teams across the boroughs. Young people will be able to reflect on their own progress through Skills Builder Benchmark, an online tool that helps them see how their skills are growing, while their advisers gain a clearer picture to shape the support, they offer one to one. As the work develops, teams across the boroughs will share what they are learning with each other.
The partnership runs from July 2026 to March 2027. Central London Forward and Skills Builder share a belief that every young person deserves the chance to build the skills they need to move forward with confidence.
