The CLF team works with member authorities and other stakeholders to support inclusive and sustainable growth in central London.
Mark Williams
Director
Mark joined the CLF Team as Director in January 2026.
Mark has 17 years experience working across local and regional government in London, as well as in central government and the private sector. Mark has worked on a range of infrastructure projects including decarbonisation, new rail and social housing. He specialised in devolved government and transport projects for his MSc from UCL’s Bartlett School of Planning in 2021
Liz Millington
Senior Programmes Manager
Liz has 10+ years in employability, managing teams on Work Programmes and GLA/ESF contracts. She previously worked in Further Education supporting disadvantaged groups.
Anu Leinonen
Integration Hub Manager
Anu manages employment and skills integration in central London. She has led ESF/DWP projects and holds a doctorate in Political Science and a Change Management certification.
Davina Fell
Digital Connectivity Lead
Davina supports digital infrastructure improvements in central London. She has 15+ years in economic development and previously led broadband expansion at Southwark Council.
Charlie Rainsford
Senior Policy Manager
Charlie joined CLF in 2024 after working as a policy adviser in local government and Parliament. He specializes in housing and inclusive economy policy.
Fela Ayinde
Finance Manager
Fela manages finance for Central London Forward. A Chartered Accountant, she has experience in public and private sectors. She joined CLF in 2018 after working at Central London Connexions.
Shamala Nair
Business Manager
Shamala has 13+ years in employability projects at Newham College and 12+ years in corporate law. She manages business operations for CLF.
Yasmin Begum
Compliance & Fidelity Officer
Yasmin joined CLF in May 2025. She has 9 years’ experience in supported employment, including 6 in IPS, and has led regional IPS services.
She has a Law degree and a Chartership in Management.
Nicolina Kheir
Compliance & Risk Manager
Nicolina oversees compliance and risk. She joined CLF in 2018 after managing ESF contracts. She has a Law degree and MSc in Finance & Risk Management.
Miranda Jude
Trailblazer Officer
Miranda started working on the Trailblazer programme in June 2025. She has experience in learning and development and previously led funded projects at the Family Holiday Charity.
Felicity Markland
Policy Officer
Felicity joined CLF in April 26 from the Greater London Authority. She has a Master’s Degree in Politics and has previously worked in youth employment and technical education policy in Greater Manchester.

Contract Manager
Jayne joined CLF in 2021 after 10 years in PbR employability contracts. She specializes in managing quality, compliance, and performance, ensuring strong participant support.
Emily Arbuckle
Climate & Energy Policy Officer
Emily joined CLF in March ’25 from the Local Government Association. She has a Master’s Degree in Public Policy, & previously worked in climate adaptation & mitigation policy in New Zealand
Paul Wilton
Integration Manager
Paul Joined CLF in May 2025 with a primary aim of integrating support for programme delivery. He has previously worked on a variety of programmes within the sector for over 4 years with a background in business banking.
Sarah Rye
PRaP Administrator
Sarah joined CLF in July 2025. She has previously worked for a local authority which she for around 20 years and has also worked in the NHS and on a CFO3 contract. She is passionate about working for organisations that support people.
